  • 21 Nov 2012 in National Assembly: Mr. Speaker, Sir, I want to thank Mr. Mwaita for bringing up this issue about arbitration and reconciliation and thank the Attorney-General for a very well researched answer to this Question and for recognizing himself, you and me as premier members of this Society. It must have been noticed by hon. Members that those who are properly qualified and experienced in arbitration approach the issues of conflict with level-headedness. It is a course that I would recommend for all Members of this House. This is because if we do that, then we would be able to resolve some of these ... view
  • 21 Nov 2012 in National Assembly: asked the Minister for Local Government:- (a) what steps the Ministry has taken to light all the streets and access roads to residential areas especially in and around Mamboleo, Kiboswa, Kisian and Otonglo centres in view of the current rampant insecurity in Kisumu city; and, (b) how much money has been allocated to the Ministry by the Government as well as from development partners for the lighting of streets in the city. view
  • 21 Nov 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I heard you say that this Question on insecurity and lighting in Kisumu should come up tomorrow but I think we are taking it very casually and yet issues of insecurity in Kisumu have gone to alarming levels and the matter should be taken very seriously. In fact, what Mr. Ethuro was saying about arrests being made and insecurity being neglected is just the same as this one. If this issue is not looked at very seriously, I think the Government is failing in its duty. Insecurity and lighting in Kisumu ... view

  • 20 Nov 2012 in National Assembly: Mr. Speaker, Sir, clearly, looking at the circumstances of the murder, this was not a robbery but an assassination. Under those circumstances, would it not be prudent for the police officers to look at the circumstances of Mr. Opiyo’s work? This was a very hardworking senior officer of the Ministry of Agriculture and the suspicion is that his assassination was as a result of envy at work. Has the Assistant Minister looked at that angle; that his assassination could have been from the people he was working with? view
  • 20 Nov 2012 in National Assembly: Mr. Speaker, Sir, there is the issue of waiting cards and also the Chairman of IEBC announced that the programme is in such a way that the voter need not go to a place where he or she needs to vote. They can register wherever they are and this could save Kenyans costs. But out there in the country, clerks are telling Kenyans that you have to register where you are going to vote. Could you clarify that? view
  • 10 Oct 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister is refusing to answer the Question because of the rule of sub judice . If that is the case, Standing Order No.8 is very clear. It is upon him to table documents showing that the matter is active in court, and that discussing it in Parliament will prejudice the outcome of the case. Without such evidence, he cannot claim so. view
  • 10 Oct 2012 in National Assembly: Madam Temporary Deputy Speaker, last week, I asked a Question about Administration Police recruits who went to the Kenya Police Training College (KPTC), but were asked to go home shortly before graduation. I did say to this House that the intention was to have a private militia trained in the art of war to be used during election time. In this case, there are motor vehicles imported by the Government. I did tell the House that some of them have not been painted with the colours of either the Kenya Police or Administration Police. What the Assistant Minister is saying ... view
  • 10 Oct 2012 in National Assembly: Madam Temporary Deputy Speaker, I do not pretend to be a soothsayer or fortune teller but in 2008 most of the murders that were committed in Kisumu during the post election violence were done by people who were using unmarked vehicles and they were said to be Administration Police officers. Could the Assistant Minister confirm to this House that this time round nothing like that will ever happen? view
  • 4 Oct 2012 in National Assembly: Mr. Speaker, Sir, the facts, as set out by the Minister, are basically superficial, because they do not go to the depth of this issue that took place in Kisumu. It pains me as a Member of Parliament that, for the last one-and-a-half years, we have been preaching peace in Kisumu and assuring all residents that the violence that they witnessed in 2008 would never happen again. However, just when we thought we had succeeded, this happened. Mr. Speaker, Sir, the PPO and the OCPD are on record as having said that this violence was instigated by some politicians, without ... view
