On a point of order, Madam Deputy Speaker. I am following very closely what the Chairperson for the Committee on Justice, Legal Affairs and Human Rights is saying. However, it would be more informing if after he finishes, we can hear from Sen. Sakaja on the Report of the minority. This is so that we can compare and get the gist of the matter. As it is said, it will be better---

Madam Deputy Speaker, the reason I am saying this is because you said that after Sen. Omogeni, the person who will follow is Sen. Kang’ata. I am requesting so that we can compare the two Reports and be more informed.

Madam Deputy Speaker, I have listened to Sen. Olekina talking so candidly about the way he wants to be very truthful. He is a Member of the Committee on Health. I expected him to tell us what they have done as a Committee instead of giving us numbers and figures. I thought he would be giving us answers as we listen. He is telling us that instead of us having out of the Kshs214 billion that he talking about, what have they done?

Asante, Bi.

Thank you, Mr. Speaker, Sir, for giving me this opportunity. This Statement by Sen. Loitiptip is very important because in my county, we normally get money coming from different quarters. The money allocated to climate smart agriculture should be accounted for properly. Many a times, when money comes to our counties, nobody seems to care how much has been brought, how it is spent, and who are the beneficiaries, especially for this one that is going to Lamu, it should be very clear who the beneficiaries of these funds are. They must be the people who are responsible. In the ...

Mr. Speaker, Sir, I am rising to ask Sen. Mutula Kilonzo Jnr., a question. This is because he is saying that public participation from where he sits is just for that purpose. It did not add any value even after people from Laikipia, or Makueni participated or put their input in this draft Bill. Therefore, what is the need? From what I heard Sen. Mutula Kilonzo saying is that it is an old process. We are doing it just for purposes of routine and it will not add any value. Why are we engaging Kenyans in this public participation if ...

Thank you, Mr. Temporary Speaker, Sir. I support this Petition by Sen. Mwaruma. However, I am not concerned much about the number of Petitions, but how we have resolved what we have handled so far. To me, that will be the one-million- dollar question. Even if it would take the number of years that Sen. Mutula Kilonzo Jnr. mentioned people can be hopeful that something will happen.
