Mswada wenyewe nauunga mkono lakini tufanye marekebisho katika sehemu zinazo onekana kutoambatana kabisa na Wakenya. Sisi kama viongozi ni jukumu letu kuwaeleza Wakenya ukweli. Tunaposema, kwa mfano, kwamba asilia mia tano inaenda kwa wananchi wa Turkana, itabidi wananchi kila mwisho wa mwezi kuangalia katika akaunti zao za benki kama wamelipwa.

Ni vizuri tuseme kuwa pesa zinaenda kwa kaunti yao kuwasaidia kutengeneza barabara, daraja na mambo yale mengine ambayo yanawafaidi pale Naunga mkono lakini tuelewe kwamba hata kama imefanyika katika sehemu zingine za dunia ambapo kumekuwa na shida, naomba kuwa tutasoma kwa wenigine ili sisi tusipitie katika ile barabara. Ninataka tuuangalie Mswada huu kwa makini, tuupige darubini na hatimaye tutajifunza kutoka kwa watu wengine ili tuepuke makosa hayo.

No. When we go there at least, we will spend money and there will be some economic activity. I am concerned about what the Senator talked about. In every county and the Government, we want to have a 24-hour economy. So, I am worried when he says that he does not want to talk about it. I did not get what he meant. What we are doing like any developing country, we are looking forward for our country as well as our counties to have a 24-hour economy. Thank you, Madam Temporary Speaker. From the outset, I congratulate Sen. Cheruiyot for bringing this amendment. If you look at Clause 58(3)(d)(ii), he has brought in the issue of professionalism. Previously there was nothing like that. A governor could pick his friends or any other person that he or she deemed fit. With this amendment, there will be professionalism in the CPSB. He has also considered the youth because previously there was a requirement that you needed to have 10 years’ experience. That has been reduced to five years which takes care of the youth of this country because even ...
