  • 30 Oct 2013 in Senate: Madam Temporary Speaker, I am sure we have all heard from the Senator that we have a lot of potential compared to other areas yet the technology for solar comes from where there is no sunlight. We could have sent our engineers, young brilliant Kenyans to go and learn. We could put aside money, as appropriately as possible, for counties such as Isiolo, Marsabit, Turkana, West Pokot and many Ukambani counties where there is sun shine from dawn to dusk. We could harvest this energy. Around Lake Turkana, we could take advantage of the winds for wind power. The same ... view

  • 30 Oct 2013 in Senate: Madam Temporary Speaker, my colleague, the Senator for Kirinyaga needs to know that an abbreviation for anything that you may want can actually collapse into thousands of meanings. I want to inform him that in the context that I am talking about, NATO is “No Action Talk Only.” Madam Temporary Speaker, the moment that we will sit down as a nation, build our people and choose the right direction, we will be able to deliver. Even when we talk about farming, what are we doing? Our economy heavily depends on rain-fed agriculture, but we have not come up with new ... view
  • 30 Oct 2013 in Senate: Thank you, Madam Temporary Speaker, for giving me this opportunity to contribute to this Motion. Madam Temporary Speaker, as my colleague who has spoken before me said, I am also one of the Members of the Standing Committee on Education, Information and Technology. We had the privilege of visiting four counties in Western Kenya. Our inaugural visit was in the central part of Kenya. We were able to identify salient issues. Under Schedule Four of the Constitution, the nursery schools and polytechnics have been fully devolved to the county governments, except maybe the curriculum and standardization of recruitment of teachers, ... view
  • 29 Oct 2013 in Senate: Mr. Speaker, Sir, I rise to seek a Statement from the Chairperson of the Standing Committee on National Security and Foreign Relations. The Statement relates to the issuance of guns to the Kenya Police Reservists (KPRs). In the Statement, I would like the Chairperson of the Committee to; (i) State the number of guns issued to KPRs in Turkana County, especially in Loima and Turkana South Districts. (ii) State the number of guns issued to KPRs in West Pokot County, especially in Central and North Pokot districts. (iii) Explain the criteria used in identifying the individuals to be issued with ... view
  • 29 Oct 2013 in Senate: Mr. Speaker, Sir, I rise to request that next week we could set time to interrogate this list in detail, so that if there are any queries - although we will be given a soft copy - this Senate can ventilate on the same. view
  • 23 Oct 2013 in Senate: Mr. Speaker, Sir, I join my colleagues in congratulating you for ably representing us in that forum at the Pan African Parliament. But in your Communication you mentioned that sadly, our representation will not be there for the rest of the session that has just began. You also said that issues of the Pan African Parliament fall directly under the Senate. That is to say then that we are the ones who can decide our representation as the Kenyan Parliament on issues of the Pan African Parliament. What is holding this Senate from deciding to move on to represent the ... view
  • 23 Oct 2013 in Senate: Mr. Speaker, Sir, I want to thank the committee for their attempt to answer the questions that I had raised. This Statement was so urgent; I did not have to wait for almost a month later to get a response. In the Statement, they correctly said the raid took place on Monday, 30th September, 2013. But the answers are erroneous as follows:- They said two raiders were killed. The opposite is true. Four people were killed who included the Pokot people of Apuke. No raider was killed. She needs to explain to us where the Statement of the Committee came ... view
  • 23 Oct 2013 in Senate: On a point of order, Mr. Speaker, Sir. As I had said earlier, the answer she has given is not the one I was looking for. I wanted to hear her say that she will bring a comprehensive answer regarding the Statement I sought and the facts. If she wants to bring any other business with regard to the matter, that is a different matter that took place elsewhere. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 23 Oct 2013 in Senate: On a point of order, Mr. Speaker, Sir. Is the Senator, who is the Vice Chairperson of this important committee, in order to keep on referring to AOB? AOB meant any other business because she answered a question I had not asked. Anything besides what we have requested is an AOB. So, she should not repeat that. She keeps on looking at me whenever she is mentioning it. view
