It does not come entirely as a Bill under the Committee on Administration and National Security. It also involves other committees.   • 27 Nov 2014 in National Assembly: I also emphasise the need to put the fine at Kshs.500,000 instead of Kshs.200,000. We know that some prisoners have died in prison. The entire Bill is meant to give dignity to people deprived of liberty. So, I support. view
  • 27 Nov 2014 in National Assembly: In supporting this amendment, I want to state that persons deprived of liberty have their rights limited. They are held incommunicado, and so it is very important that when you hold such a person, you give them reasonable and hygienic accommodation. Secondly, we know our jails and the manner in which our people who are in detention thrive. Those jails are full of fleas. We want to separate people who are aged, children, people who are of different sex and people with disabilities. They ought to be held in different cells or places just to enhance their dignity. It is actually at war with itself and with terrorists. I do not see the point why our leaders should hold Press conferences and give us that hard talk; “We shall chase them.   • 26 Nov 2014 in National Assembly: I hope I am going to recover my minute in due course. I was saying that Article 240 (7) requires the Chairman of the NSC, who is the President, to inform Parliament about the state of security in Kenya. Why should he involve Parliament? He should involve Parliament because Article 238 says that national security is subject to the authority of the Constitution and Parliament. Therefore, Parliament should be informed so that if there are any legislative proposals that we need to make in order to curb insecurity, we shall be aware of them.   • 25 Nov 2014 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker. It is very unfortunate that we have to take three minutes to debate this matter of national importance. I doubt if we shall finish. The Kenya Defence Forces, the National Intelligence Service (NIS) and the National Police Service are the national security organs in this country that Kenyans need to know about. Kenyans should know that those three organs are the ones that are mandated to promote and guarantee national security in this country.
