  • 30 May 2012 in National Assembly: THAT, noting that the Government has not paid teachers who retired between 1997 and 2003 their dues in revised pension funds amounting to Kshs.17.6 billion; aware that the Minister for Finance on 22nd February 2012 informed the House that the money had not been paid due to a query by the Controller of Budget which required the guidance and opinion of the Attorney-General; further aware that Kshs.3.34 billion has been factored in the 2011/2012 Budget and risks being returned to the Treasury at the end of this Financial Year; noting that the Minister stated that payment of these funds will ... view
  • 30 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, as I speak here today, I am talking about a very important issue which affects all the retiree teachers of this country. I am very sure that hon. Members of this House, at one stage or another, must have passed through the teachers, who have taught them at whatever level. I hope that they will support this Motion. view
  • 30 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, I have raised this Question several times on the Floor of this House, namely on the 15th of April, 2010; 26th of April, 2010; 15th of May, 2010; 17th of December, 2010 and 8th of October, 2011 by both Private and Ordinary Questions. Finally, on the 22nd of February, 2012, the Minister for Finance responded to the view
  • 30 May 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I think the point that has been raised by hon. William Ruto is very important. We have the Minister for Education. This Motion is actually directed to the Ministry of Education. It is now going to the Office of the Prime Minister because there are other issues in respect of which there must be consultations. So, since the substantive Minister, whose capabilities I know is here, why do you not direct that he responds to debate at the end? We want somebody to respond to this debate. view
  • 29 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, cassava is the staple food in Migori Constituency, which I represent. Is the Assistant Minister aware that many farmers in Migori are not aware of this new variety of cassava that he is talking about in this House? What method is he going to use to ensure that farmers down there are made aware that there is a variety of cassava that can save them from the sufferings they are undergoing? view
  • 29 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we have had many complaints in this country about allocations of plots especially in the municipalities. What is the Minister’s take on this? Is he going to allow that to continue despite the fact his predecessor had actually banned the allocation of plots within municipalities sometimes back? view
  • 23 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has said that AFC does not only consider title deeds. I remember in my constituency some women took a loan from the AFC before the last elections. After the elections when we had problems some of their properties were looted and these women cannot repay the loan they took now. Could the Assistant Minister also consider in the same line, waiving the loan they took from the AFC? view
  • 10 May 2012 in National Assembly: Mr. Speaker, Sir, the question of retirees suffering because of delay in their payments of benefits is a common phenomenon in Kenya. Now that we have one Coalition Government whereby the Minister for Finance and the Minister for Education work together, could he work on a policy and programme where teachers who retire are paid their benefits within a certain given time? view
  • 9 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, before I give notice of my Motion, I would like to declare my interest as required by the Standing Orders of this House. I have been a teacher and I am one of those who retired during the period in question. My Notice of Motion is directed to the Office of the Prime Minister. view
