  • 6 Jun 2012 in National Assembly: Madam Temporary Deputy Speaker, as we talk about the payment for this year, we are told that there is money in the Budget to pay the teachers for the next financial year – another Kshs3.34 billion. My appeal to the Ministry and the Government is that, that money that is remaining which is about Kshs10.4 billion should be in the Budget for the year 2014/2015 so that it can be paid as lump sum. That is when teachers will lead better lives than what they are living today. view
  • 6 Jun 2012 in National Assembly: Finally, I want to tell teachers out there that Kenya has a Constitution and the Pension’s Act. According to the Pension’s Act, payment of any pension must come from the Consolidated Fund. It is supposed to go directly to the account of those teachers who are involved. We do not want to have lawyers who are misdirecting and misleading teachers that money can be paid through any other proxies, as the Minister has said. The money will have to be paid directly – and I want the teachers to hear me - to the accounts and anybody that wants them ... view
  • 6 Jun 2012 in National Assembly: With those many remarks, I want to, once more, thank the Members of this House for supporting this Motion. I now hope that teachers who have retired will be treated with more dignity than they are being treated now. I beg to move and rest my case. view

  • 31 May 2012 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has stated here that it is the duty of the DEOs to inform and involve the local Public Health Officers. Is the Assistant Minister aware that the DEOs do not do this job and instead it is the headteachers and the Parent Teachers Associations (PTA) that approach the local Public Health Officer at a fee? view
  • 31 May 2012 in National Assembly: Mr. Speaker, Sir, though the Assistant Minister has denied that there is a delay in registering schools whenever the application is sent to them, now that we are going regional, could the Ministry come up with a policy whereby most of the work of the registration of schools especially primary schools and secondary schools can be done at the regional level? view
  • 30 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, I ask for your indulgence so that I can expand this Question to cover the entire country because we have a national problem as a result of the good rains that are all over this country. Could the Assistant Minister tell us the policy of the Government in ensuring that most of the roads, including a road in Migori which is also used by people travelling to Gwassi, namely, the road from Kakrao through Ayiego to Opapo Polytechnic are repaired? How are we going to get funds to repair these roads which are now impassable? Could ... view
  • 30 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, we have now gone county and I want to thank the Minister for putting up a proper stadia in Migori. In his answer, he has alluded that the works have been started. If the works have been started in this financial year and view
