On the issue of employment of teachers, again, we have a problem here. The previous speaker spoke about teachers having been out of the field without employment for ten to 20 years. I know the problem has been the training of teachers. In some areas, we have over-trained. The same Government keeps on training teachers knowing very well that there are no teaching vacancies for them in their districts. Mr. Speaker, Sir, it is very unfortunate that in most of the schools which have been put up using the Constituencies Development Fund (CDF), Migori not being an exception - in the last four years, I have put up about 16 new secondary schools and 17 primary schools - you will find that in schools which go up to Form IV, there is only a principal and the deputy. This is because those are paid up jobs and so people apply for them. However, there are no assistant teachers manning the schools with four classes. It cannot be done anywhere! ...

I know that we have heard members of this Commission but because of the ongoing changes, at the moment, the number is minimized. I am sure they are not more than four commissioners manning the TSC today. But this requires that this Bill is fast tracked so that we can put it into practice so that we get enough members to function as the TSC in this country.

Mr. Chairman, Sir, thank you for giving me time to oppose my chairman who I really respect. Getting the counsel from Mr. Abdikadir and the Minister for Education, I think it is important that the Chairman withdraws this amendment because we need discipline in the party and in every party we expect that the nomination process is exclusive. In every party, the nomination of membership from the lowest levels to the highest level should exclusively be done by the registered members of that party and it should not be done by any other person who is not a member.

asked the Minister for Roads:- (a) whether he is aware that some residents of Migori County have erected road blocks too high so that road users, especially those driving saloon cars, cannot drive smoothly along Uriri-Kadra-Migori-Isebania Highway; (b) what he is doing to restore order in this important road used by Kenyans and neighbours who visit Kenya for trade purposes; and, (c) what became of his promise on the Floor of the House that plans were underway to construct bumps along Rongo-Migori-Isebania Road.

Mr. Speaker, Sir, I want to thank the Assistant Minister for the quick action they took on this particular issue, which has caused a lot of loss of life in Migori. In particular, I want to thank the Permanent Secretary, Eng. Kamau, because I saw him on Thursday and, by the weekend, the bumps had been removed. Two days later, the proper bumps had been erected. Mr. Temporary Deputy Speaker, Sir, this country is really encouraging public private partnership in education. The Assistant Minister has just said that they are coming up with special licences to be issued to these schools and yet we know that many of these private partners are reluctant to give in money where they are not very sure that they have title deeds or a permanent licence. Could the Assistant Minister confirm that the licences they are talking about will be long-lasting so that the partners can come in and help in education? For example, I will not give CDF if ...
