These people buy sugarcane from farmers, who are very poor and have nothing to use to take their children to school. What we are saying is that if a factory signs a contract with farmers and then it turns out that it is not able to crush all the sugarcane that has been produced, such a factory should have a contract with the next factory, so that the factory that signed the contract with the farmer can sell the sugarcane to that other factory, so that the farmer can benefit. Mr. Speaker, Sir, the Assistant Minister has indicated that the KBC has covered 46 counties out of 47 counties. Could he assure the House that when the improvement is done, an area like Migori where the majority of the people who own televisions live within the Central Business District (CBD) will also benefit and get covered, because currently, the central part of Migori is not covered?

Mr. Speaker, Sir, I want to thank the Assistant Minister and in particular I want to thank the management of REA headed by the very competent CEO that has done this country very proud. I hope they will get the necessary support from the Ministry to continue what they have done in Migori and elsewhere. However, I would like to ask him if he could intervene to ensure that the three last items he has mentioned as being under construction and design can be fast tracked, so that people in these respective areas which are very important within the municipality ...

Mr. Speaker, Sir, of the lines which are pending in Migori, these lines are supposed to be constructed by the KPLC and not the REA. Even after the KPLC had been given the go-ahead to construct, the three lines which are still pending, the ones by REA have been done. Is the Assistant Minister aware that the KPLC is not taking its work seriously in this country and, therefore, denying Kenyans access to electricity in time?
