On a point of order, Mr. Temporary Deputy Speaker, Sir. I seek your indulgence on this Question. I am supposed to be attending another conference regarding the launch of the Constituencies Development Fund Board at the Kenyatta International Conference Centre. I have been waiting eagerly for this Question to be called out. Actually, the Minister walked into the Chamber but I do not know where he has gone. Could I request that this Question be deferred?

Mr. Speaker, Sir, the question of flouting of rules and laws by clerks in our municipalities is a big problem for this nation. The Minister has just said that in the case of Kisumu, the clerk was suspended. Is he satisfied that the suspension of the clerk is enough to deter other clerks in this country who are actually causing the Government a lot of wastage of funds and agony in our municipalities?

Thank you, Mr. Speaker, Sir. While the Minister has given us a relatively good answer, I remember some cases, like in Migori where hardly 60 per cent of the work has been completed and yet Kshs11 million has been paid. Could she tell us how much money has been paid so far in the case of Vihiga?

Mr. Speaker, Sir, the question of debts in our county councils and municipalities is rampant. Kisumu must be lucky to have these estates to sell. Could the Assistant Minister confirm that he has issued instructions to the Municipality to sell and they have actually sold these estates?

It is very sad that although Kenya is an agricultural country, one of the inputs we use in our agricultural sector, which is fertilizer, is not locally produced. As hon. Members have highlighted, farmers in the country are complaining because we are importing fertilizers from other countries. If we were producing our own fertilizers locally, the problems that we are experiencing in this country would not have arisen.
