On a point of order, Mr. Speaker, Sir. The Minister has said very clearly that the money that is deducted from the workers is directly remitted to the mother Union. At the same time, he has stated that the six interdicted workers diverted this money for their own use. I do not understand the two. Is he in order to mislead the House?

In the statement, the Minister should clarify the following issues:- 1. Whether he is aware that there is a go slow by the staff of the TSC 2. To state the cause of the go-slow. 3. To explain what the Ministry has done to resolve the issues behind the strike. 4. To explain how the strike has affected services rendered by the TSC to teachers in particular, pupils and students of Kenya. Mr. Temporary Deputy Speaker, Sir, this issue is very important for the teaching fraternity and our children. I think the sooner it is sorted out, the better. The Assistant Minister can even come out tomorrow and address TSC staff to sort out the problem. To me, Wednesday is a long way off.

Thank you, Mr. Speaker, Sir. The youth of this country need a lot of support by being given employment. The KKV Programme had very good intentions. The Deputy Prime Minister and Minister for Local Government has told us that, at the national level, it is being co-ordinated by the Prime Ministerâs Office. Does he have any system that co-ordinates it properly at the constituency level? In Kenya today, constituencies are the main units and unless there is a co-ordinating body there, the Ministries concerned are not being fair to the youth in our constituencies.

Mr. Speaker, Sir, I beg to ask the Minister for Agriculture the following Question by Private Notice. (a)What immediate measures has the Minister put in place to avail subsidized fertilizer at the National Cereals and Produce Board depots at Kisii, Migori, Kehancha, and Awendo to enable farmers plant during the current rains? (b)What is the cost per 50kg bag of DAP fertilizer, and what is the reason for its unavailability at Migori NCPB depot?

Mr. Speaker, Sir, the Assistant Minister is saying here that the delay is due to the problem of transport. I think the Assistant Minister should have appreciated that people in western Kenya have delayed to plant their shambas because of the delayed rains. Is he aware that the western part of Kenya normally plants in February and now we are towards the end of March? If so, what plans did he have in place to provide the fertilizer in time?

Mr. Speaker, Sir, last year, I asked the same Question and I can remember telling the Minister that I had to buy my fertilizer from Bomet. Could the Assistant Minister assure me and the House that come next year, Migori people will get fertilizer in time, because we have been told that this time round, the rains are not going to last a long time and those people are bound to lose out on the harvest.
