  • 26 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to seek a Ministerial Statement regarding the continued shortage of teachers in our schools as pegged on the “law” which was slapped by the IMF and the World Bank in 1997 not to employ teachers who complete their training in our teacher training colleges. In his Statement, the Minister should address the following:- (a) When will the Government lift the “law” slapped on it by the two bodies above not to employ those teachers who complete their training in our teacher training colleges? view
  • 25 Sep 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. While the Minister was answering part “b” of the Question, he rightly stated that this warder is under police custody. However, the issue here is that the warder has been released. Could the Minister tell us the truth about the warder? Is he under police custody or has he been released? view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, part “b” of the Question is asking whether this officer has been released and the Minister has said that he is still under police custody. Can he clarify that point? view
  • 19 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister seems to be very economical with his words. He is aware that part of the 10 per cent we ought to have received by the end of the last financial year has not yet been released and yet he is just talking about Kshs7 million. I hope the Assistant Minister also comes from a constituency. We have problems down there. Could he tell us when he is going to give us the balance that is outstanding from last year and what this Kshs7 million he is talking about constitutes? view
  • 19 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has just mentioned here that there is a cassava factory in hon. C. Kilonzo’s constituency and also his area. Could he tell us, in formulating this policy, how much time he took to involve the farmers, like those in Migori, who actually depend on cassava for their livelihood? Did you involve them in formulating this policy? view
  • 18 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, it is common knowledge that this programme was very useful for this country especially with the introduction of the free primary education system which brought in more pupils and students to our schools. There were issues that forced some of the donors to withdraw the funds they were giving us. Is the Assistant Minister prepared to tell Kenyans the steps they have taken to address these issues, so that the donors can give back the money that they were giving this country for us to build more classrooms in our schools? view
  • 13 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has rightly said that the benefit that is accruing due to the reduction of oil prices will be passed on to the consumer. Could he tell us exactly how long it will take before we, as consumers, will benefit from this reduction in prices? view
  • 12 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Homa Bay-Mbita Road is very important for the fishermen around Lake Victoria. In fact, this is the road that will go round to Migori County where I come from. Many people in South Nyanza are very concerned about the construction of this road. Mr. Temporary Deputy Speaker, Sir, the Minister has just told us that they have paid Kshs1.7 billion which is more than a half of the amount earmarked for this road. Apart from telling us that the quality assurance department makes sure that this road is constructed as per specifications, could he ... view
  • 4 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, I accept that the Question be dropped the way you have done it. view
