Mr. Deputy Speaker, Sir, I think the youth are really wondering about the trend of sale of parastatals and other assets that this country acquired some time back. Could the Assistant Minister assure Kenyans here and now, that he will stop the sale of these parastatals with immediate effect now that we are going on with the budget process making?

Mr. Speaker, Sir, incidentally, I want to support this amendment and say that it is not only old men that marry young girls; what we know in Kenya is that child marriages exist. It is something that, as Kenyans, we would not want to continue. So, if we have it in the Constitution, I think this will protect our young children who are married off at an age when they really need to be going to school. Mr. Speaker, Sir, I support.

Mr. Speaker, Sir, I want to support the amendment by hon. Ruto because when you look at Section 63(1), as it is written here, you will see that it does not take care of many constituencies in this country. For instance, when you talk about Migori with regard to land being given out according to ethnicity, we will create a lot of problems. I think the substitution of communities is not also very good because that is what caused us problems the other time. Mr. Deputy Speaker, Sir, I rise to support this amendment because the security of this country is paramount. I plead with my fellow Members of Parliament to take this issue seriously. Kenyans have given us the responsibility to write for them a Constitution. It has been cited here that the amendment of this Article may not need simple majority in Parliament. Mr. Deputy Speaker, Sir, the answer given by the Assistant Minister is more or less the same as an answer that had been given in this House last year. I would like to tell the Assistant Minister that at the moment, most of the small industries in Migori are suffering as a result of power failure or interruptions. Could he give us the timeframe within which this project will be implemented so that we can wait, bearing in mind that the problem will be solved?
