  • 6 Mar 2019 in National Assembly: any disturbance. Therefore, we need to learn from other countries and copy certain things from the countries we have visited, so that we can make this country attractive. view
  • 6 Mar 2019 in National Assembly: The transport sector is very important to this country because we cannot all afford to buy or use private vehicles. With the infrastructure that we have in this country, some roads have not been improved since 1963. We have the example of the Central Business District where roads have not been improved because of buildings. The architects who were there thought maybe it would remain the same without considering increase in population. So, we need to construct many by-passes to allow matatus to move smoothly in this country. The rules should also be changed and matatus should follow them and ... view
  • 6 Mar 2019 in National Assembly: drivers and touts. We need to have proper control of the public transport sector so that even visitors can enjoy their stay in our country. view

  • 6 Mar 2019 in National Assembly: Thank you, Hon. Speaker. I rise to second. As a Member of this Committee, we considered the nominees with a lot of dedication. However, two groups were not represented. They are, one person to represent people with disabilities and another the youth. However, as a Committee, we have recommended that in future, they must also be considered. Hon. Speaker, I second. Thank you. view

  • 5 Mar 2019 in National Assembly: Most of my colleagues have spoken about the NG-CDF. There are so many desperate cases outside there. There are poor children who miss out on school because of lack of funds. I want to take this opportunity to thank the Chairman of the NG-CDF Committee and his Members because they have done a recommendable job. Sometimes, I blame myself and other Members of this House. In the 11th Parliament, we failed as a House, when Hon. Lessonet brought the Bill on equitability. You cannot compare a constituency like Nyakach or Kwanza with either Starehe or Langata. These are constituencies that ... view
  • 5 Mar 2019 in National Assembly: We need to change the Act. The 2.5 per cent is very little for the NG-CDF. Last time we were taken to court by a few governors, who are greedy. They have now raised their allocation from 15 per cent to 30 per cent. They wanted to take money to the counties, so that they can steal. It has been proven that counties are misappropriating money. The other day, a governor allegedly stole about Kshs2 billion. The mechanism that was put in place by the Government for the NG-CDF should also be put in place to manage the money in ... view
  • 5 Mar 2019 in National Assembly: Since I can see the button has turned red, let me end there by urging my colleagues to look at the NG-CDF Act. We need to increase money to the NG-CDF. view
