Madam Temporary Deputy Speaker, I stand to support this Bill and since it will be in operation after the final announcement of the results of the coming general elections, I do not think we should spend a lot of time on it. Therefore, since there is another Bill on the Order Paper which we are going to deal with, I stand to support.

I was getting a little bit worried because I was wondering how the execution of the contracts will be implemented until I saw Clause 57 where I realized that Parliament and Cabinet Secretaries will be involved in giving authority and screening the partnerships. Thank you, Madam Temporary Deputy Speaker. I stand to support this Motion. I am supporting it because from the outset, this Commission was faced with too many problems; the Chairman had no time to sit and perform his duties. When the Chairman was in problems, the Commission was not working. The truth of the matter is that Kenyans continued to spend their resources in maintaining and managing the same Commission. Mr. Temporary Deputy Chairman, Sir, frankly speaking there is no way that someone can stand and have three ballot boxes. You are voted for as President, Senator and Governor. Where are we going? That person vies for three positions and then he or she has to relinquish one of them. It should be one position as per one ballot box. I oppose.
