  • 20 Jun 2019 in National Assembly: Another issue is the composition of the board. I still believe we only have the Cabinet Secretary for Energy and some few professionals. If we have to create this board, it should not have more than seven members. Why are we putting the country into so much burden of paying allowances and salaries? How can you propose a board of 18 members? How will 18 members come to a conclusive decision? It is a whole crowd and you want to conduct public participation with all the people from Lari Constituency. It becomes almost impossible to get consensus. We need a ... view
  • 20 Jun 2019 in National Assembly: We should also look at the dangers of nuclear energy. Disposal is a big danger. Today, we are not even able to dispose of our waste from e-commerce. You will find old computers in the streets. We are not able to dispose of whatever waste we have. If you go to a busy road, you will find waste on the middle of the road. You find pieces of condoms, surgical materials, and here you are looking at nuclear energy, something that can cause permanent disability to our children who are being born for years. We will have children who have ... view

  • 24 Apr 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. From the outset, I support the President’s Address. The President sometimes is a genius. He touched on all the areas that Article 132 is supposed to address, namely the issue of national cohesion, international relations and security. When we start with international relations, the President lured President Yoweri Museveni of Uganda to Mombasa. That guy was opposing the SGR to go all the way to Uganda. He was lured and was given some land in Mai Mahiu. Now, we will have a Ugandan port, but the biggest question that I wish to ask the ... view
  • 24 Apr 2019 in National Assembly: Another thing that I want to talk about is agriculture. Agriculture is the backbone of our country. Now the rains have come. The President is forward thinking about food security. It is our main agenda. All its organs should be aligned to food security especially the agricultural organs. Tomorrow you will hear seeds to plant have not been imported yet. You will also hear the same about fertiliser. So, we wonder, if the President is focused, what about the other organs that are supposed to pull us together so that these things become a reality? We need to have fertiliser ... view
  • 2 Apr 2019 in National Assembly: Thank you, Hon. Chairman. After a lot of soul searching and consultations, I see that the proposed amendment will kill the Bill, although I wanted the money to get down to the constituency level through partnering of the new board and the NG- CDF Board. It seems that if I do not withdraw my proposed amendments, this Bill may die. So, after a lot of consultations with my leader and everybody else, I decided to withdraw the amendments. Thank you. view

  • 21 Feb 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I do not know how Hon. Savula has sneaked in. On the outset, I support the creation of the Fund but my main worry is how the money will trickle down to the sportspersons in the constituencies. Before, I go to my main concern, I wish Hon. Wamuchomba would support this Bill. She can bring an amendment during the Third Reading on how the people who swindle sportsmen and women can return their money. view
