Over years, you will find that we recruit 10 teachers in a population of 100. That means we have recruited 10 per cent. When we recruit 10 teachers in a population of a million, we have recruited 1 per cent. Over years, it turns out that every youth in a small community has been employed and 90 per cent of the youth in a bigger community in Kakamega or Kiambu counties are still lacking jobs in the name of marginalisation.
