Deputy Speaker, I beg to ask the Cabinet Secretary for Interior and Coordination of National Government the following Question: (i) What are the steps being taken by the Ministry to stop hawking of harvested tea leaves which have caused increased cases of theft of harvested tea from farmers in Lari Constituency? (ii) What measures is the Ministry undertaking to ensure lasting security with regard to harvested tea leaves in order to protect farmers from losses? This Question is to be replied to before the Departmental Committee on Administration and National Security.

Thank you, Hon. Temporary Deputy Speaker. From the outset, I support this Bill because I am a Member of the Committee and was present as we deliberated it. I support the purpose of the Bill because it is providing regulations for processing personal data. We should have regulations for people giving data and subject rights with regard to protection of personal data. We should have regulations on how handling of data is done, by who and where it is stored. I support the Bill because it has taken good care of this part. The other part that I have looked at in this Bill is on the exemptions that have been given. I have already seen some fireworks in the newspapers. You will find the DCI saying that this Bill will prevent them from fighting corruption and getting information from say, MTN or other mobile service providers. In this Bill, we have provided for the position of a data commissioner who is empowered to prescribe instances where exemptions can be made. all the data not knowing what they want to do with it and not knowing that one day their daughters will be called to a beach hotel and then be abused. It is because of the personal data that they collected without the victim’s permission. With all those points, I really wish to support this Data Protection Bill and I hope it becomes law as soon as possible.

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this Bill. I am now well-versed in this Bill. As I support this Bill, I am more concerned about the 53 per cent that we are sharing out to the two big parties. We are creating two big monopolies which will receive 53 per cent of Kshs4 billion which is more than Kshs2 billion. This will leave all the other parties with very little amounts.
