The reason is that in this country, especially this Parliament, I have seen that we quickly run into the risk of over- legislation. If you look at what is provided under Clause 23, it is actually a process. Very soon we will be legislating on how people can even get treatment in hospital; that when you reach the gate, you move from this office to the other office. I want to ask you to guide the House on what is on the Order Paper. Without anticipating debate, I have seen some amendments which might contravene the Constitution. This is the Finance Bill. In my understanding, the Finance Bill is a Money Bill. The prosecution of Money Bills is guided by Article 114 of the Constitution. If, indeed, the Finance Bill is a Money Bill, then it will only be dealt with by the relevant Committee of the House ... view

  • 30 May 2017 in National Assembly: According to the Order Paper, the amendments which are supposed to be considered by the Committee of the Whole House actually touch on Clauses 20, 26, 27, 28 and 29, which are proposing a very different thing from what the Committee had discussed. I feel that if we go by the amendments which have been proposed by the Leader of the Majority Party, then it will be a complete diversion from what the Committee and the CS discussed. Therefore, I ask for your guidance on this one. view

  • 30 May 2017 in National Assembly: If you look at the details, in the discussion between the Committee and the CS, it was proposed that taxation should stand at 50 per cent. The Committee discussed issues with various stakeholders, including the Betting, Licensing and Control Board (BLCB), the Principal Secretary (PS) in charge of sports, culture and arts; and the one for Interior and Co- ordination of National Government. All of them, except the National Treasury, were in agreement that the proposed amendments were not proper for the industry.
