  • 13 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion as amended. This is a noble idea to have a day within a month which we can dedicate to the beautification of our environment. Having that kind of a day can inculcate in our children the culture of cleaning and respecting our environment. It can also be dedicated to schools, both primary and secondary, and other training institutions where they take time to take care of the environment, to clean it and clear the waterways. As we move around this world, we have seen countries where there is ... view
  • 13 Apr 2016 in National Assembly: With those few remarks, I support this noble idea. If you go to every village in Rwanda, there is order and cleanliness, which is next to God. We should make our environment more hospitable. view
  • 13 Apr 2016 in National Assembly: Thank you, Hon. Speaker. At times one wonders when people speak; they read and hear what they want. It is easy to trivialise very serious matters. • 12 Apr 2016 in National Assembly: Yes, Hon. Speaker. I rise to support the Petition. Kakamega Forest is part of our national and world heritage. The destruction of that forest is leading to loss of biodiversity in flora and fauna. That means we are losing as a nation. In fact, I would like KFS to consider not only Kakamega Forest, but all the forests with indigenous trees because we are losing some plant materials that may not be found anywhere else. Allowing that kind of destruction is a loss not only to the people of Kakamega, but to this Republic. We are likely to lose some ... view
  • 30 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill because it clarifies the roles for the various actors. When the roles are not clarified, we end up in confusion. It is a sad state of affair in this Republic. I have observed in many ways, including during the process of making our Constitution; that laws are made to a certain extent with the image of individuals in mind. Even if you look at the debate in this House at the moment, there is a certain inclination to people as to either their regions or party affiliations, irrespective ... view
  • 30 Mar 2016 in National Assembly: As the representatives of the people, it is high time we follow the Constitution, especially Article 95 (2). We should look at matters that are of interest to the people. When we look at such a legislation, we ask ourselves what it brings rather than look at it in terms of the personalities involved and, for that reason, one decides to support or not. That way, we will not be able to take our country forward, although politics is around the area of interest. When I look at the law, clarification and mandate of the Ministry of Land, Housing and ... view
  • 30 Mar 2016 in National Assembly: should come with amendments rather than thinking of throwing away the whole Bill. The Bill has a constitutional implication. It is brought so that the different Land Acts can be harmonized. We are aware of the challenges that this country has gone through because of the land question. Most of the conflicts that we have - especially around election period - are related to land. The disquiet we have in certain regions of this country is land related. Given the importance of land in this country and the resources allocated to the same land, it is not commensurate. I have ... view
  • 30 Mar 2016 in National Assembly: As we scrutinize this Bill, we should look at the amendments. Some colleagues were a bit uncomfortable. I have read the Report from the Committee on Lands. They have identified some of the areas they are not comfortable with, and have already indicated the amendments that they will bring to streamline the law laws in this country. view
  • 30 Mar 2016 in National Assembly: With those remarks, I support. view
  • 29 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to support this amendment. Having a database is important. One will be able to know what has been done and what is there. This may even guide further research in the area of health. view
