I rise to support the amendments but it is important that, as we spend time making laws in both the Senate and the National Assembly, we look at issues critically, and not just for the sake of presenting them or checking grammar. Amendments brought to this House by the Senate should be for purposes of the prosperity of this administration. It is important that issues highlighted are within the Bill. I am supporting this amendment, hon. Temporary Deputy Chairman, because it will be very useful to the Kenyan farmers. It is farmers in arid and semi-arid areas (ASALs) who grow these crops. Putting this in law, it will protect them. Taxing these products from sorghum and millet last year but one had a negative impact on our Kenyan farmers, transporters and manufacturers. Thank you, hon. Temporary Deputy Speaker. I stand to support the Bill. It should be noted that in Kenya, we do not have private candidates. All examination candidates are Kenyans. Therefore, the Government should support even candidates in private schools. Some private schools, especially those being run by some churches, are not really private. It is only that they are registered as private schools. Many of the children who go to those schools are supported by well-wishers. Thank you, hon. Temporary Deputy Chairman. I oppose the deletion. If you look at Clause 114(3), it talks about procedure for specially permitted procurement. Although it is giving that window, at least it is giving an opportunity for that sort of procurement to be done. So, we may make it difficult for some procurement to be done.

Thank you, hon. Temporary Deputy Chairman. I rise to support the rejection of this Senate amendment. This is because there is this tendency by the Senate to try and expand the mandate of the county governments at the expense of the national Government. This is very bad. They should play their role and let the national Government play their role. At the same time, you cannot say: This is from the county governments and this is from the national Government. If we mix up policy making and implementation, there will be chaos.

Thank you. I wanted to request that we reduce the time of discussion given the importance of this Bill. It touches on the lives of so many Kenyans. Many Members would like to ventilate on this issue. If the House allows, let us reduce the time for debate.
