Hon. Deputy Speaker, in as much as I support this particular Supplementary Budget, there are other flaws within the system and we have to see it. By the end of the day, it is wrong to have two Supplementary Budgets within one year. That is a sign of poor planning. These things should have been foreseen from the word go. On a point of order, Hon. Deputy Speaker. Is it in order for the Member of Parliament to tell other Members that they are heckling while he is also making unsubstantiated claims? He is one of those people who are inciting the people to destroy the infrastructure that has been built like what has happened in Kibera. He is one of the inciters.

It is my opinion that the people we are entrusting responsibility, by approving this Report, of overseeing our monetary policy at the CBK will also come up with radical changes at the Bank while retaining the micro-economic policy that has been in place.
