  • 21 Aug 2014 in National Assembly: It is important to note the oversight role that is played by the East African Legislative Assembly (EALA). It is also important for hon. Members to know that EALA legislates on issues that affect the East African states. We are also aware that the institution has shortcomings, especially as far as resources are concerned. This challenge is serious. As highlighted by the Committee, when funding is very limited, it means that the body has to rely on foreign support. What I believe is that if somebody is funded directly, or almost wholly by some agencies, then even the mission that ... view
  • 21 Aug 2014 in National Assembly: The other issue I want to speak on is the proposed monetary union, which I think has many benefits. If we come together, we will increase the regional block. Once we have a single customs territory, it will provide an opportunity to inter-country trade, which will in turn ease business. Given the population of the combined member states of the EAC, it means that we can attract more investors to the region in terms of tourists, manufacturing and in other sectors. This can be enhanced. It will expand both our private and public sectors. It will also stimulate even a ... view
  • 21 Aug 2014 in National Assembly: Hon. Temporary Deputy Speaker, we know that there are also challenges involved in terms of regional integration. This has been achieved in some regions, including Europe. When Europe was coming together, because of the influence of the process, the currencies of the member states were affected. All in all, the benefits that accrue from this kind of integration are more than the challenges that may come as a result of such a process. • 20 Aug 2014 in National Assembly: Thank you, hon. Deputy Speaker. This matter of gazettement of sub-counties has taken a lot of time. I would like to say that I and my neighbour, hon. Iringo, are facing some challenges. We are neighbours and his constituency was hived from Igembe North and South. In fact, there are a lot of challenges as he has said. The challenge there is that yesterday, as you will recall, we were here also discussing the question of extension of time for important Bills. There seems to be inertia and somebody somewhere seems not to be doing what is right. If it ... view
  • 20 Aug 2014 in National Assembly: Therefore, people come in central go to the north and people in the north feel as if their slots are taken. People of central feel as if their Member of Parliament does not do enough. I think the Government should rush and gazette all constituencies which have not been gazett. I do not know what it costs to gazette them, given that there is need to provide services closer to the people. I would like the Chairman of this Committee to follow up and get clear indication from the Ministry as to when we expect our people to get their ... view
  • 14 Aug 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also rise to support this Bill grudgingly. Revenue allocation has been discussed in the country but very little is raised in connection with the resources that are allocated at the county level. It is like the county chiefs want to be allocated money and then spend it. We also want to have a work plan. • 14 Aug 2014 in National Assembly: development to stimulate development in those areas so that we can have money? Everybody is talking about money going to that level. It is important that we need money at the grassroots level, but who is creating that wealth? What is the contribution of the people in terms of creating wealth so that we can have more money at the end of the day? It is very easy to say: “Let me have this! Let me have that.” view
  • 14 Aug 2014 in National Assembly: There is a clamour--- Even me, I want more money mashinani - at the constituency level, ward level and county level. We want those changes. At the same time, even as we ask for this, let us be accountable. Why do the governors fear to face the Senate? view
  • 14 Aug 2014 in National Assembly: How can we have the people who are given public resources not willing to be questioned? They are not willing to take responsibility for the leadership. So, as we pass this Bill and give resources to that level, let there be clear systems. The question of the referendum by governors and the Opposition is coming out because of those County Development Boards. That law was passed by the Senate. It was also passed in this House. Through that, we accepted to have those County Development Boards for the purposes of giving input as far as understanding how the resources are shared. ... view
  • 14 Aug 2014 in National Assembly: Then at the public level, we have reached as level where, when something is mentioned, they want a referendum. When governors are mentioned, they say that devolution is under attack. I think it is high time that understanding is created within Kenyans so that, at the end of the day, issues related to the bigger picture are not connected to a few individuals. There are so many leaders who are spending all their time in meetings in the name of protecting devolution. Who is against devolution? view
