So, let people concentrate on what is of importance. Let the people who are given various responsibilities respond because, as far as I know, the question of responsibility is the ability to respond. So, let us respond to issues as it is stipulated here. As we claim having more resources at the county level, I want to see a scenario where a county uses that money and exhausted the resources allocated to it. They could not do other things because of lack of money. However, what we have seen is that there is still money stuck for development and it is not being utilized.

Hon. Temporary Deputy Speaker, so, as I support this Bill, it is high time we looked at this question of referendum. It is important. Let us look at this matter in a wider scope so that, at the end of the day, where things are not working, then we can fix them. At the end of day, when you are not happy, you run requesting for this or that.
