Thank you, hon. Temporary Deputy Speaker. This Authority will have at least the legal mandate to carry out its work in terms of promoting and facilitating development in the ASAL areas. As you may be aware, when a country cannot feed herself or her own people, it is a serious problem and when you cannot feed yourself, you cannot even claim independence as a country. Thank you, hon. Temporary Deputy Speaker. I rise to support this Report. Although to a large extent there is clamuor for increasing funding to the counties but, surely, the level of wastage, as some hon. Members have indicated, does not serve the purpose for which the counties or devolution was created. Even this idea of referendum is trying to make people relevant. But the importance of the whole matter is for the good of this country. But people have to be busy at the expense of the work of other Kenyans.
