Mr. Temporary Speaker, Sir, I thank you for giving me the opportunity to contribute to this Bill. First and foremost, I support this Bill because it recognizes devolution. Secondly, it is adhering to the new Constitution and harmonizing all those laws which were unconstitutional or which contravened the provisions of the Constitution. It is very important to amend the Cancer Prevention and Control Act. We know that when everybody is healthy and protected, then we know that they will be more productive. This is the only way for us to improve on the economic and social status of everybody. That ...

Thank you, Mr. Temporary Speaker, Sir, for that intervention and protection. Mr. Temporary Speaker, Sir, as I was saying, it also seeks to impose an obligation on the National Transport and Safety Authority (NTSA) to advise and make recommendations to the county governments on all matters that pertain to the insuring demand and elimination of drugs. Mr. Temporary Speaker, Sir, with all these amendments the country will see the benefits of devolution. People will be able to improve on trade and access to all the facilities that they may need. It will also reduce rural-urban migration. Kenyans will now go ...

Mr. Speaker, Sir, regarding concerns raised by Sen. Billow, I would request for more time so that I give a comprehensive report. Mr. Speaker, Sir, regarding what Sen. Hassan has stated, that also will come with the response to the request by Sen. Mvita. This is because we require, at least, three weeks so that we can compile a comprehensive report. If I give any response now it will be preliminary. Therefore, I beg to be given time in order to give a complete report.

Thank you, Mr. Deputy Speaker, Sir, for giving me a chance to contribute to this wonderful Motion. I wish to congratulate Sen. Martha Wangari for coming up with this Bill timeously. This is the right time to start correcting and putting our Houses in order. This just confirms that all those who have been playing around with what is enshrined in the Constitution and threatening to scrap the positions of the nominated Senators will be missing the boat. We have proved that we are working very hard. We also consider our constituents and the electorate. That is the main reason ...

Thank you, Mr. Temporary Speaker, Sir, for giving me the chance to second this Motion. This is, indeed, a very considerate and sensitive Motion. It is no wonder that it has been moved by a lady Senator who knows the importance of caring for the interests of children because they are the future leaders of this country. Protecting the interests of children is also adhering to the Constitution of Kenya and the Children Act. The best interests of the children must always be taken into account. Kenya has diverse geographical differences. We know that we have the arid and semi-arid ...

Thank you very much, Mr. Deputy Speaker, Sir, for giving me this opportunity, first and foremost, to condole with the people who have lost their lives and properties. I also want to condole those who have been indirectly affected because the loss of your brethren affects you in many ways which we may not know right now. Those who are not thinking ahead may actually be hit most by these heinous and barbaric acts which should not be allowed in this present generation in this society. I would like to tell the politicians that they should take the lead, especially ...

Thank you very much, Mr. Deputy Speaker, Sir, for giving me the opportunity. I wish to support this Bill and thank Sen. Khalwale for having thought through it. I thank him also for having given Kenyans from all the 47 counties the opportunity to think about it. I am aware that they still have an opportunity to raise issues should they find it that they do not support any of these proposals, even though I know that there are already existing structures. Mr. Deputy Speaker, Sir, the reason I support this Bill is because it bring clarity and with clarity ...
