Thank you, Hon. Temporary Deputy Chairman. I initially wanted to comment on Clauses 120 and 126 but they have been overtaken by events. I especially wanted to say that there is a difference between “word”, “sentence”, “paragraph”, “subsection” and “section” in English. All the same, I support the clarity and the legal meanings of the words used by the Chair so that, at the end of the day, we do not say something we do not mean.

I have two points in support of holding elections in December. Point number one is that in the circumstances of 2010 and in the wisdom at that point in time, the people of this country chose August as the election date. We broke away from tradition. Having re-looked at the matter, we, as Kenyans, are saying that December is a better election date and we should take the date back to a time when we have traditionally held elections. Finally, most of us believe in the God Almighty. Most of us pray on Friday, Saturday and Sunday. If we hold elections on a Monday, we will have said our prayers on Friday, Saturday and Sunday. Then we surrender to the God Almighty, wait for the verdict of the people and say: “Let thy will be done.”

The visit by President Obama has made the East African region a focal point when it comes to defence in the whole world. And, increasingly when we have a stand by force it will not only help defend the people of East Africa but it will also help the global world to defend itself against vices such as terrorism and poaching.
