On the customary marriages, I have an issue with Clause 44(4), which states that when a husband wants to get another wife, he has to get consent from the other wife or wives. Those who go for customary marriages and a lady accepts it, then it means that she is ready to get up to 10 co-wives. So, the aspect of notifying her should be reconsidered. Is this Kshs150 million available immediately or in the Supplementary Budget that will be coming to the Floor of the House soon or it is just a promise like it has been happening for many years? Thank you, hon. Deputy Speaker. I want to add my voice on this issue touching on Meru County. One girl from a school in my constituency known as Gaatia Day Secondary School was barred from doing her Form Four examination because she had missed some months from school. This is a similar case as the one which happened in Tigania East Constituency. The reason was that she had missed school three months because she had a baby.

Also in the same school, two boys, one orphaned were barred from doing the examination because they had not cleared school fees. As much as I know that during examination, the contract is between the Kenya National Examinations Council and the students, I do not understand why in the case of Tigania East, a supervisor of an examination could determine who was in class and who was not because the work of a supervisor as stated by the Chair was only to come and present the examination and supervise so that it is done well. I would like to request the Chair of the Departmental Committee on Education, Research and Technology to focus on Meru County because I do not know what bug is in Meru County. Maybe, she will do more work. Luckily, the Cabinet Secretary comes from the same county. So, he should be able to appear before this Committee so that he can express his sentiments.

Thank you, Deputy Speaker. You had called for Statement No.051, the Chairperson of the Departmental Committee on Defence and Foreign Relations. Since I saw the Chairman entering the Chamber, I was kindly requesting, whether with your indulgence, he can answer this question because I know many Kenyans are suffering in South Sudan; there is no Government support. South Sudan is really campaigning to join the East African Community (EAC). The Chairman can respond to this question.
