However, I would like to understand from the Leader of the Majority Party how we can protect our soldiers and our security personnel from substandard equipment that is being purchased. I do not see any harm in retaining it. The nature of this law, as it is, is both civil and criminal and we have to give it that space. This provision addresses that aspect. Many of the people who seek protective orders do not pray that the perpetrators of violence against them be necessarily held under criminal penalty.
