  • 26 Aug 2009 in National Assembly: 2937 forefront of this because we are often the ones who say: “I need a principal of a school to come from my community, or need to recruit all teachers from my local village.” As long as we do that, and do not appreciate the fact that education plays a big role in getting us think together as a country and nurturing the youth to begin seeing themselves as Kenyans then, we are not preparing the ground for a future that we would like to see, of a united country. view
  • 26 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, the issue of Agenda Four has also come up. I do agree with Mr. Ethuro and others who have spoken that, we need to address issues about inequality in this c country and that we must address historical injustices. However, sometimes, we look at it on the surface. If you really looked at inequality, why do you say that people from Central Province are much more advantaged than those from North Eastern Province or Rift Valley Province? We have refused to look at the real problem of inequality in this country. It is really a class ... view

  • 26 Aug 2009 in National Assembly: 2938 consultation and Members of Parliament themselves passing the list without asking those questions. In essence, it is unfortunate that we asked these questions late, but the point is that I think Kenyans must be prepared. There must be some good Kenyans to lead the way by ensuring that if my integrity is questionable, even if it is not true, it is high time I said that the country is much more important than me. Madam Temporary Deputy Speaker, I beg to support the Motion. view
  • 19 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for giving me the opportunity to also support this very important Motion and to congratulate the team from the Office of the President, the Ministry of Provincial Administration and Internal Security for a good job that they have been doing under very difficult circumstances. I will just touch on one main issue. That is the recruitment of police officers. This applies to all forces: the Administration Police, the military and also the administrators. I want to talk about this because there are many questions. It may have nothing to do with the headquarters ... view
  • 12 Aug 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to second this very important Vote for the Ministry of Planning, National Development and Vision 2030. view
  • 12 Aug 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this Motion. I want to congratulate the hon. Member for bringing it up as a matter which we must see beyond just North Eastern Kenya, but also the whole country; if you consider that 70 per cent of this country is either semi-arid or arid. In fact, it is said that 70 per cent of the country is completely arid and, if you add the “semi-arid” component, it is 80 per cent. So, we are talking about virtually the whole of this country. That is why ... view
  • 12 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we should not forget that in that 80 per cent of the country, lives Kenyans. They have been historically disadvantaged and it is important to do what we can - in real terms – by allocating resources and building infrastructure to develop those areas, so that they are able to benefit from whatever else is happening in the country. Similarly, that 80 per cent of the country has great potential, if you compare it to countries like Egypt, Sudan, Israel and other countries. Those countries have converted that arid climate or situation into a lot ... view
  • 5 Aug 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I will give a Statement in response to hon. Dr. Khalwale’s request on the unrest at the Kenyatta University. view
