Madam Temporary Speaker, as much as Sen. Murkomen is claiming that Sen. Mshenga Kisasa is my friend, this is not a matter of friendship. I requested for this statement about one and half months ago. I also requested for the same last week. I was promised that they would give me answers this week. I now seek for your guidance. I request her to tell me exactly when the Committee will give us the answer.

Thank you, Madam Temporary Speaker. May I also take this opportunity to welcome members from Vihiga County Assembly. It is unfortunate that they came at a time that we had some issues among ourselves. However, they must be learning a lot. I hope they know that we, as the Senate, are here for them since we represent counties. We believe that they will deliver to the people of this country because we want devolution to succeed. Mr. Temporary Speaker, Sir, I also want to congratulate the athletes who represented our country at the Glasgow Commonwealth Games. As I stand here, I am very proud because one of those who bagged a gold medal for this country is my neighbour by the name Faith Chemng’etich. I am proud of them and I cannot forget to congratulate those who have been training them. Mere congratulatory messages are not enough. I think the Government should do something more than this. Mr. Chairman, Sir, I also stand to support this amendment. I am doing this because each and every time we have always agitated for more funds to be allocated to the counties for the purpose of development. There must be a format of how to utilize these funds at the county level. Kenyans are watching and most of them are in need of the basic needs; water, roads and health centres. This cannot happen if most of the money is spent by the executive or the county assemblies. I want to propose that half of this money should be spent ...

Thank you, Mr. Deputy Speaker, Sir. I also want to thank the Committee on Finance, Commerce and Budget for the wonderful work they did. I want to request the governors that as much as they are also calling for more funds from the national Government, they should also be very transparent in undertaking activities on the ground. They need to really encourage the participation of Kenyans at the grassroots level on issues of projects. Thank you, Mr. Deputy Speaker, Sir.

Thank you, Mr. Deputy Speaker, Sir. I would like to seek a statement from the Chairperson of the Standing Committee on Education. The statement relates to challenges facing the Teachers Service Commission (TSC) which is one of the ten commissions established by the Constitution. In the statement, he should state what he will do to ensure that funds meant for commissions field operations and maintenance are located to the commission and not to the Department of Education.
