  • 29 Mar 2011 in National Assembly: Mr. Speaker, Sir, fertilizer goes hand in hand with seed. The whole of last week, farmers in Nakuru could not access even a single bag of seed. What is the Ministry doing to ensure that seed is available in the shops? view
  • 24 Mar 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. On the issue of documentation, one problem that is bedeviling the parents is the issuance of birth certificates, which falls under documentation. What has the Minister done to ease the burden on parents particularly in respect to students and pupils who are about to register for the national examinations? What has he done to alleviate this problem? view
  • 23 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, what is the Ministry doing to ensure that funds become available in the event that public boreholes break down unexpectedly? I have similar cases in my constituency right now. Boreholes broke down during the dry spell. The people have continued to request that the boreholes be repaired, but the Ministry has not made any effort to fix them. view
  • 23 Mar 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to say that they have set aside some funds to address the concern and yet they know that that money was only meant for ASAL areas, which exclude areas like Nakuru? view
  • 16 Feb 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. last time, we were debating on this aspect of setting up a fund for our sportsmen and women. Mr. Deputy Speaker, Sir, I emphasized here that our sportsmen and women do a great job for this country. They are a great asset to us and for a long time, we have seen those who have retired die in a very deplorable state. They have been ignored and neglected. Just the other day as we were debating this Motion here, it came to our attention that one of our renowned athletes died of a disease ... view
  • 16 Feb 2011 in National Assembly: Madam Temporary Deputy Speaker, we should set up this fund to ensure our athletes retire honourably. We need to respect and recognise them in their retirement. With this kind of fund, we could conduct research with a view to improving their performance. At the moment, we do not know what ails this very important sector. I believe this Fund should have been set up yesterday to address challenges facing our athletes. view
  • 16 Feb 2011 in National Assembly: Madam Temporary Deputy Speaker, our athletes are our representatives. They are our envoys out there. We travel across the world from time to time. The moment we introduce ourselves as Kenyans, we are recognized and accorded the respect that has been brought about by our athletes. However, when we come back home, we do very little about them. It is the high time we set up this Fund, so that we could enhance the talents of our youngsters who may not excel academically. They can bring us honour all the time. From 1963, we have had men such as Kipchoge ... view
  • 16 Feb 2011 in National Assembly: With those few remarks, I beg to support. view
  • 10 Feb 2011 in National Assembly: asked the Deputy Prime Minister and Minister for Finance:- (a) what he is doing to ensure that District Education Officers (DEOs) are equipped with vehicles for use in their monitoring and supervision of projects funded under the Economic Stimulus Package; (b) what modalities are in place to ensure close supervision of projects under the Economic Stimulus package in view of the Kshs8 billion allocated to the Ministry; and, (c) whether he could confirm that the Ministry of Education requested for Kshs416 million in the 2010/2011 Financial Year for the purchase of 114 vehicles for supervision and monitoring of projects and, ... view
  • 10 Feb 2011 in National Assembly: Mr. Speaker, Sir, you did hear the Assistant Minister say that they set aside Kshs20 million to be used to assist in the monitoring of the progress of these projects on the ground. The client is the District Education Officer (DEO) on behalf of the Ministry of Education. The fact is that the DEO is not able to physically inspect these projects on the ground. Why would the Deputy Prime Minister and Minister for Finance find it difficult to ensure that Kshs8 billion is properly supervised by allocating Kshs416 million? view
