  • 18 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, we have police posts. What the Assistant Minister is not addressing is: What measures is he going to take to enable those police officers in the police posts operate to contain the problem of stock theft? view
  • 17 Jun 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. I rise here to make my contribution in respect to the Budget that was read by the Deputy Prime Minister and Minister for Finance a few days ago. I would like to say that this was a mwananchi’s Budget. It was intended to take resources from a centralized point to the people at the grassroots. It is money that will bring a lot of development to the beneficiaries. For a long time, money has been administered without necessarily taking into account the interests of the people at the ... view
  • 17 Jun 2009 in National Assembly: The other thing that is important is that as we devolve these funds to the constituencies, proper management of this money is very crucial. Those MPs who have applied their CDF well, have faced challenges here and there. This was just a small amount of money but looking at the kind of money that will be in the hands of MPs from now on and assuming that all the monies that have been budgeted will be released on time, there will be even more challenges. We need to put in place measures to ensure that this money is properly managed. ... view
  • 17 Jun 2009 in National Assembly: In this Budget, there are also sensitive areas that needed greater emphasis and attention. The agricultural sector got a raw deal. We keep talking about the agricultural sector being the backbone of the economy of this country. This is an area that needs a lot of funding, so that we diversify from the traditional farming methods where we have for a long time relied on rainfall to provide food for this country. In future, the Minster should put more money into this sector, so that we do not only rely on rain-fed agriculture, but we do irrigation. If we do ... view
  • 16 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, I would like to seek your guidance. When this Question came to our notice, we realized that the issues raised relate to the Ministry of Foreign Affairs or the Office of the President. The leader of the delegation to Geneva was the Minister of State for Provincial Administration and Internal Security. So, we have written to the Clerk of the National Assembly so that this Question could be directed to the right Ministry. view
  • 16 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, we did so. We notified the other Ministry and also gave the letter to the Clerk. view
  • 16 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, I would like to agree with my colleagues that we should not be seen as if we, as the Government, are evading to answer the Question. Now that we have we have directed the Question to the relevant Ministry, perhaps, the Chair should give direction as to the next date when this Question should be answered. Otherwise, I want to very sincerely apologize to my colleagues. Our concerns are really genuine. view
  • 16 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, we forwarded the Question to the Ministry of Foreign Affairs. view
  • 9 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, the issue of land adjudication is of great concern and we are surprised that even as hon. Members rise to point fingers at where they think there is a problem, particularly the corruption perpetrated by officers in the Ministry of Lands, the Minister, apparently, does not seem to address that. He is stating view
  • 9 Jun 2009 in National Assembly: Mr. Speaker, Sir, I have heard the Assistant Minister talk about new roads being associated with many accidents. However, he was not candid about the measures he will take to reduce the road carnage we experience every day. For example, we have a problem between Kabarak University and Kampi Ya Moto. Many children are crashed at that point. Last week, we lost four children who were hit by one vehicle which was speeding. There have been proposals to the effect that bumps should be erected at that section. The Ministry officials have been on the ground but no action has ... view
