Mr. Temporary Deputy Speaker, Sir, in every financial year, like the current one, we talk of increasing resources and making it possible for the Government to curb the problems that we have. I want to suggest to the people who decide how much money goes where--- I have in mind the Ministry of Finance. This Ministry asked for Kshs1.7 billion to, perhaps, recruit up to 3,500 regular police officers, and about 6,000 Administration Police officers but it was given nothing. What do they see happening every day? We do not really understand the criteria on which financing is based.

We propose that in the coming Supplementary Budget, we should request the Ministry concerned to critically look into the possibility of giving additional monies to this Ministry, so that we can recruit more officers. We have created so many districts. I

Thank you very much, Mr. Temporary Deputy Speaker, Sir. I stand to support the Vote of the Ministry of Finance. I have the following observations to make. That being a very crucial Ministry that oversees the operations or the release of funds to other Ministry to fund various projects, it is very important that those funds that you collect and allocate to various functions in the development of the country should be released as soon as it is practically possible. Thank you, Mr. Speaker, Sir. This is a huge amount of money that keeps going to the banks. It does not attract any interest. Why can we not charge interest yet the banks are trading with it for a long time?

We have already understood that about 80 per cent of our country falls within the ASAL. This is represented by the Ministry of State for the Development of Northern Kenya and other Arid Lands. Mr. Temporary Deputy Speaker, Sir, taking into account the fact that there are so many problems affecting our people and money is budgeted to solve those problems; the Minister has given blanket unspecific answers to very specific questions. How much was was returned unspent in a specific year? We expect the Minister to give us those definite figures and which projects were intended to be funded. We are also asking him to tell us exactly the reasons why these monies had to go back. Could the Minister, therefore, address the question?

Thank you, Mr. Temporary Deputy Speaker, Sir. The Prime Minister has mentioned that about 170,000 youths benefitted from that scheme. What is he going to do to ensure that a big number of the youths who were left out are going to benefit from that exercise?
