Mr. Speaker, Sir, the Assistant Minister insists that this transaction is above board. If you follow the proceedings, you will find that there is this discrepancy of the valuation rising from Kshs50,000 per acre to Kshs85,000 per acre. The issue that comes out from the supplementary question by Mr. Ojode, which the Assistant Minister is dodging is that when the Ministerial tender committee of this department was disbanded; the Commissioner of Lands, Mrs. Okungu, Mrs. Njenga, Mrs. Mutugi and others could not agree with the instruction to authorise the transactions to raise the price from Kshs50,000 to Kshs85,000. Mr. Speaker, Sir, could the Assistant Minister give a preliminary indication as to the direction of the investigations? In most cases, the KPLC's nature of investigations leads to how it can dodge compensations. Is the Assistant Minister satisfied that they should be allowed to carry out investigations on their own, or if they should involve the police?

On a point of order, Mr. Speaker, Sir. I think the problem we are facing here is not comprehending the contents of the Question as a House. The issue of environmental management where it is done in the United States of America (USA) or in the coal mines, they have the issue of mine-stripping. It is an environmental problem and not a public works problem. When they do have the impact assessments for those quarries, they should allow for their covering up after they have been used and not for the Ministry of Roads and Public Works.

Mr. Chairman, Sir, I think we are having a problem of the spirit of this amendment between those who smoke and those who do not. Those who are into the habit of smoking do not look at the warning label that we are talking about. If it is in the packet, it is for the purpose of the manufacturers and the liabilities therein, if the fellow says that he never knew the effects of smoking. It is already in the packet. Mr. Deputy Speaker, Sir, the answer to part "b" of the Question is a bit contradictory. Could we have clarity on it? If the Government intends to have free secondary school education as per tuition, what is the motivation in not enhancing the volume of allocations per student and waive the whole fees altogether instead of bringing in the issue of bursary which is creating problems in disbursement?

Mr. Deputy Speaker, Sir, can we get clarification on whether the Assistant Minister has got special authority from the Treasury to run interest-earning accounts because he is now talking about how to earn interest? I know that, in the Constituencies Development Fund (CDF) and other accounts where we run are current accounts, usually, there is no provision for earning interest because we do not know how to distribute it after we have earned it!

Mr. Speaker, Sir, I beg to agree with the contents of this year's allocation for the Ministry of Roads and Public Works, and also wish to agree with Minister on the issues that have been raised by him in the presentation apart from what is appearing in the Budget. The money which we are giving the Minister to go and utilise this financial year, on the Development Vote alone, is being put as merely Kshs59 billion, or almost Kshs60 billion. (a) Under what circumstances did seven rhino horn trophies disappear at the Meru National Park on the 17th February, 2007, seven days after the inventory was taken? (b) What action has been taken to recover the trophies given that the security department facilitated the smuggling and cover-up?
