  • 3 Apr 2007 in National Assembly: asked the Minister for Roads and Public Works:- (a) whether he is aware that erection of bumps on classified roads contravenes the International Highway Code; (b) whether he could order the immediate removal of bumps on all class A, B, and C roads as they are a danger to the motorists and cause damage to motor vehicles; and, (c) if he could ensure that proper signs and signals are the only acceptable mode of controlling vehicular traffic in the country. view
  • 3 Apr 2007 in National Assembly: Mr. Speaker, Sir, given the answer that I received, I totally agree with the Assistant Minister that he needs to get more information. view
  • 27 Mar 2007 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me an opportunity to contribute to the Speech by His Excellency the President on the 20th of this month. I would like to join those who have contributed to this debate, starting with the Chair, about the major achievements of the Ninth Parliament specifically having devolved the resources to the constituencies through the CDF. A lot of propagandists, specifically from the Government, do not want to make reference to the efforts and time put in by hon. Members of this Parliament especially Eng. Muriuki for initiating this Fund during the Eighth Parliament up ... view
  • 27 Mar 2007 in National Assembly: Mr. Speaker, Sir, I would like to make further reference to the State Opening of Parliament. Those who have ever watched the live coverage of the House of Commons or any other Parliamentary proceedings will agree that our media houses are very unfair and unethical in the way they cover the proceedings of the House not just this time, but even during the Budget in the previous years. This is because they get preoccupied, not with the salient issues raised by either the President while addressing the House or the Minister for Finance, but hon. Members who are caught napping. ... view
  • 27 Mar 2007 in National Assembly: Mr. Speaker, Sir, in conclusion, it appears that reporters of Parliamentary proceedings are actually tempted to feel like they would do a better job from up there if they were down here on the Floor. That can cause problems because they want to ridicule hon. Members because they feel they can do a better job than us. Mr. Speaker, Sir, I would like to raise the issue of retirement age in the Public Service. You remember I had raised a Question about the appointment of managing directors in some parastatals. Another hon. Member had asked about the appointment of Permanent ... view
  • 27 Mar 2007 in National Assembly: Mr. Speaker Sir, I know that the Government is looking for people with experience. I remember the lobbying and the ironical speeches that the Government gave at the beginning of 2003, when it assumed power. They said they did not want anything to do with the previous Government. They also said that they did not want to repeat the mistakes of the previous Government. The only way to de-link from the previous Government was to look for people with the longest experience. But if they have bad manners, we should send them home and get new and fresh blood. It ... view
  • 7 Dec 2006 in National Assembly: Hon. Members, we are now in the Committee of the whole House. We will start with the Banking (Amendment) Bill. On 5th April, 2005, debate on this Bill was interrupted at Clause 16. That is where we will begin. view
  • 7 Dec 2006 in National Assembly: Hon. Members, when we are deliberating on this clause, we should only focus on clause 16(1) because 16(2) and 16(3) are not part of that clause. view
  • 7 Dec 2006 in National Assembly: Hon. Members, before I allow Mr. Angwenyi to air his views, what we are trying to delete in the Banking (Amendment) Bill reads as follows:- "No institution shall increase its rate of banking or other charges except with the prior approval of the Minister." If that is clear, Mr. Angwenyi, you may proceed! view
  • 7 Dec 2006 in National Assembly: Hon. Members, for clarity, the amendment to this amendment proposed by hon. J. Nyagah will not have much impact if you are going to vote, because whichever way, it is the same thing. If you negate, you go to Mr. J. Nyagah's amendment. If you succeed, then it goes. view
