Examinations are a measure of how much knowledge one has accumulated. We want to see a situation where there is a clear legal framework of administering these exams.

On a point of order, Mr. Speaker, Sir. You will remember that sometime back, the Ministry of Public Works was to undertake infrastructure development to accommodate county governments but that was not to be. The Prime Minister now says that there are funds in the Office of the President which is the Headquarters of the Provincial Administration. So, if there are any funds there, then they are trying to entrench the Provincial Administration. The question is: are there any infrastructural arrangements for county governments as opposed to the entrenchment of the Provincial Administration?

Madam Temporary Deputy Speaker, I rise to support this Motion. You appreciate that in this country we have had this dubious distinction of having conflicts in the run-up to elections ever since the advent of multi-party elections. The latest conflict which occurred in 2007/2008 was the ugliest conflict. Madam Temporary Deputy Speaker, we have preached peace enough times in this country.
