23 Feb 2011 in National Assembly:
Mr. Speaker, Sir, employment is a contract. Under contract law, a third party is under no obligation to know whether he complied with internal rules or not. Under what circumstances will the Ministry employ unqualified persons?

23 Feb 2011 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. In view of what my colleague has just said, this is a matter of national interest and as the Mr. Imanyara has said, this position will fall due next week. We would like to get the Ministerâs Statement so that we can engage him in the event it goes counter to the new constitutional dispensation. In that connection, we urge that this Statement be delivered tomorrow.

23 Feb 2011 in National Assembly:
Thank you Mr. Temporary Deputy Speaker, Sir. I rise to second, and from the outset, I want to thank my colleague; hon. Eugene Wamalwa for his long overdue Motion. I have contributed here time and again that this country appears to have its priorities upside down. Looking at the budgets, you will see that agriculture and rural development have under 10 per cent. In fact, to be precise, it is 1.7 per cent. When you compare that with our expenditure on security which is about 6 per cent, you start wondering where our priority is. Mr. Temporary Deputy Speaker, Sir, ...

17 Feb 2011 in National Assembly:
On a point of order, Mr. Temporary Deputy Speaker, Sir. You have heard the Assistant Minister say that he cannot say how many vehicles they are going to acquire until he gets âapprovalâ, I do not know for what. The Ministry of State for Provincial Administration and Internal Security is known to have made orders for 520 vehicles. These vehicles have been paid for. Is he in order to mislead the House that he still does not have vehicles when payments have been made for vehicles, and the vehicles are only awaiting delivery and distribution?

16 Feb 2011 in National Assembly:
Mr. Deputy Speaker, Sir, I want to thank the Prime Minister for addressing himself to this issue. This is one of the most important chapters in the Constitution. Aware that we are going for elections next year and also aware that there is a taskforce in the Office of the Deputy Prime Minister and Minister for Local Government; and also aware that there is something going on in the Office of the Deputy Prime Minister and Minister for Finance; and also aware that there are some people who are opposed to devolution, could the Prime Minister clarify what the time ...

16 Feb 2011 in National Assembly:
Madam Temporary Deputy Speaker, I would like to thank the Mover of the Motion, Eng. Gumbo, for donating to me two minutes of his time. In supporting the Motion, I would like to say that when I was young, I was a sportsman but since I could not see any light at the end of the tunnel, I abandoned sporting. I know that there is so much talent in Rangwe Constituency, Homa Bay County and in other parts of the country. What has let us down is the Stadia Management Board. All over the country, the only habitable stadia are ...
