It is very comprehensive and, indeed, in response to the Fiscal Management Act. It is with great pleasure that now we look behind and say that this country is, indeed, progressing. My analysis has it that the Value Added Tax (VAT) on imports has not been responding. I know that this is an area that requires closer and intensified look. I want to urge the Minister for Finance under whose docket the Kenya Revenue Authority (KRA) falls, to find ways and means of netting the VAT therein. view

In tandem with the recent reforms in the roads department where we today have the Kenya National Highways; the KURA and the KERA, I think it is now important that from now on, Treasury is better of releasing money directly to these Authorities so that we do not have to go through the bureaucracy of going through the Ministry of Roads. In Uganda, you will realize that the pupil teacher ratio is 57:1 but in Kenya we have classrooms of 60 or 70 pupils. It is important that we are clear what value we are getting for the money that we give to the education sector. That needs to be itemized from primary, secondary and all the way to the university.
