The whole idea of a new Constitution has always been that we take services and decision-making closer to the people. We will be running against the grain if we do not embrace and support this. As you know, land is a very critical resource. At the national level, it is not very easy to know how well distributed this resource is. It is only by devolving this that the right amount of focus will be given to different parts and citizens of this country. view
