I would like to congratulate the Budget and Appropriations Committee for taking up this matter very fast. When the Senate was dilly-dallying with this thing, the problem shifted to MPs because the counties were not functioning. If they remove the tool to do what is called fiscal prudence and effort, then you will ask yourself what they are going to use to motivate or punish counties if they are going the way they are doing. Two, the disease burden is not measured by frequent visits to primary health facilities. Gladys Wanga, for taking up this Bill immediately because time is of essence. Citizens are paying taxes very faithfully because they expect improved lives and businesses. Whatever is happening now in the counties is pathetic.   • 15 Sep 2020 in National Assembly: Lastly, as I thank Sen. Zani for this Bill, it is important that the Senate focuses on counties. Right now, they spread too thin on issues of national importance such as KEMSA. They are everywhere leaving the counties as orphans. This Bill ought to have come much earlier if they were focusing on their role of overseeing and improving the county governments. view

  • 10 Sep 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to second the Cancer Prevention and Control Bill, 2019. Let me commend Hon. Wanga for being a cancer survivor. She has not relented but taken the bull by the horns to ensure other people can be saved from this disease. This is commendable. It should be known that cancer has moved up in our epidemiological chart to number three after infectious diseases and cardiovascular diseases. This means it is affecting many people. The Bill which Hon. Wanga has moved will do several things which should be done as quickly as possible. That ... view

So, Section 2 is amended to introduce tele-medicine which is straight forward. Sections 5 and 6 will expand the scope of the National Cancer Institute of Kenya in collaboration with the county governments. Let me say a little bit on this because some of these conditions, as Hon. Wanga has clearly stated, are diagnosed during the late stages. Stages one and two always pass and we catch cancer in stages three and four. At this time, treatment is very elusive. ... view
