I support the Bill. It is a good initiative. We all need development but it is sometimes good to walk slowly. It is good to be sure than to be sorry. I urge the Committee to also look into alternative energy sources, especially wind and solar energy, which are good. They are not very bad sources of energy. We talk about the sun disappearing, but this is the land of the sun. We could be safer on that ground. I raise these concerns from that point of view. However, as one of us said, in the next appointments, it is fair to have a representation of the face of the nation. Yes, Hon. Temporary Deputy Speaker. Mining today is a trap for many people. So, many people are dying because there is no proper equipment for safety. As we approve this Vote, I did not hear anything on safety. It will be prudent that we also consider the safety of miners as they do their work.

Hardship is not only pegged on dry seasons. What I am saying is that we need to define what hardship is and then we can do mapping of where it is. My suggestion is that this hardship allowance should be given to constituencies so that it is evenly and equitably distributed. If that is not done, other areas will suffer than those that were classified as hardship areas then although they are now not hardship areas.
