I want to support this Vote wholly because, if this money is appropriated, the benefits are so many. For example, we will create jobs in the rural areas and reduce rural-urban migration. People come to urban centres and Nairobi to look for jobs. If only we can do more with this budget which is about Kshs6 billion and increase it to create more opportunities for young people in the rural setting, they will not come to the urban centres. We will decongest the cities.

Thank you, Hon. Temporary Deputy Chairlady. I rise to support this amendment even though I do not have any TVET in my constituency. I hope it will be one of the 15 which will be constructed. It is not very clear to me. Can Kshs6 billion construct 15 TVETs only?

The second question is that the teacher hiring process is a capital investment. The Chair of the Budget and Appropriations Committee said that we are just pinching from one to the other. Is it going to be the trend or there is a proper scheme to employ teachers for the TVETs?

This is a good initiative which I do not have a problem with. The other question I needed clarification on is if we hire teachers in this process by pinching from each line item, how are we going to sustain it? Hiring of teachers is a capital investment.

Thank you very much Hon. Speaker. I rise to support this Bill. There is a lot of work which has gone into this Bill. I really congratulate the committees that have been involved since the 11th Parliament to date. I just want to comment on Part III, which is on rights and obligations, especially Clause 10; joint liabilities and indemnities. There are some statements there which will, in my opinion, give contractors a leeway. For example, on environment, it is written that the contractor will not cause as little damage as possible. Mombasa is the hub of tourism and we depend on it as a country for foreign income. If we fail to have specific measures that can guide compensation, we may lose out just as it took a long time for the State of Florida to settle the massive spillage of oil. That can be damaging to the local population in terms of how they earn their living.
