Commercial fishing can be encouraged even in the driest areas if we use the water masses and introduce fingerlings through the Ministry of Fishing. We will therefore request the Government to support the fishermen who are already in this trade, particularly in the coastal region and the lake region because those fishermen are still using traditional method.   • 25 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I support the Leader of the Majority Party on this new sub-section. We will have value for money and quality. It will also make sure that KEMSA is able to provide the basis for bulk procurement and reduce prices. So that even the private sector can buy from them. One of the most expensive things in this country is medicine. I think this is a long overdue rule which we should entrench in law. view

Ochieng in the last Parliament. Because it affects the Constitution, we failed to pass it by a small number.   • 3 Oct 2018 in National Assembly: With those reasons, I support the Bill and thank Hon. Chris Wamalwa for bringing it back. I would like to request all Members of Parliament to support it because the Constitution allows us to amend with a two-thirds majority. If we can raise the required number, then we can actually change this date and make it convenient for Kenyans to vote in December as it were the case before the new Constitution. view

  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. While I support the proposition, we are not getting value for money allocated to the IPOA. For example, in my constituency, we have had 14 extrajudicial disappearances but we have never had any report. About two days ago, in Eastleigh, four young men were shot dead. It is believed that some rogue policemen did it. We need to have value for money. view

  • 3 May 2018 in National Assembly: It is common knowledge that many people from Garissa, Wajir and Mandera are today in Nairobi, Mombasa, Namanga and other parts of this country. That migration is a result of the closure of the border for the last decade and will continue to the extent that, that place will be deserted.   • 27 Mar 2018 in National Assembly: Thank you, Hon. Deputy Speaker. From the outset, I support the amendment because KNH has a myriad of challenges. Although there was a board of management and a CEO, when I look back as a Member of the Committee on Health, even if we got a new board, I do not think they will have the capacity to address these problems. It will be very important to give a taskforce specific terms of reference as stated by the distinguished Member who brought up the proposal so that the taskforce can look into details the issues as enumerated by the proposer. ... view
  • 27 Mar 2018 in National Assembly: institutions. As has been noted, there are more than 700 doctor trainees in that hospital yet they are being paid by their counties or their sponsors, but the students are under the university. So, a taskforce can have a limited timeframe such as three to six months to look at the issues enumerated and give a report that will address some of the issues. So, Hon.
