• 18 Oct 2022 in Senate: Committee is very crucial. Most of the County Governments are relying on subsidiary legislation which was passed before the advent of the county governments. Under the Statutory Instruments Act, a subsidiary legislation, or a delegated legislation, a rule or regulation cannot be enforced for more than 10 years. It has to be automatically repealed after the period of 10 years. That is why the Senate Majority Leader is talking about 50 or so regulations that will be coming in because most of them are now expiring.
