  • 2 Mar 2021 in National Assembly: I have noted some abnormality in the House. There are colleagues of mine who are not maintaining physical distance and they are touching one another. We have been told to observe physical distancing because immunisation will not come our way for a longer period. I am scared. The trend right now is that we lose a number of Members. I am scared that my colleagues prejudice the systems. We require protection from you, Hon. Temporary Deputy Speaker. view
  • 2 Mar 2021 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity to contribute to this very important Bill; The Early Childhood Education Bill (Senate Bill No. 26 of 2018). This Bill is timely taking into account that we have not been having a common method of controlling early childhood in Kenya. The previous system was that almost every county, institution, village and every primary school had its own way of how they were doing things compared with this common denominator which had been produced to control or manage the system of managing ECD centres. It is very important because if you look ... view
  • 2 Mar 2021 in National Assembly: has been said before, no laws in Kenya, either the Constitution (Amendment) Bill, an Act of Parliament, has been seen to be perfect. There shall be shortcomings here and there. So, the 20 per cent which has been around in Kenya has not always been good and has been attended to later after ten years, and has also been included in this Bill. As I was looking at it, I found that there is a place in Clause 40 in the Bill which states that a child can only be admitted when they are four to six years, but age ... view
  • 2 Mar 2021 in National Assembly: So, the 20 per cent which is not very good, when it comes to amending the same after the required period gets finished, I believe we will rectify it. As it is right now, the way it has been put, is to have a common curriculum from one corner of the Republic of Kenya to the other. That is the best because we will have a uniform education system. Also, we are going to have education boards which are going to be common in one way or the other. So, there will be communication between counties to ensure there is ... view
  • 25 Feb 2021 in National Assembly: Thank you, Hon. Speaker. I rise to ask Question No. 025/2021 to the Cabinet Secretary (CS) for Lands and Physical Planning: (i) What is the status of ownership of land parcel LR No. Abothuguchi /L-Kiija Parcel No. 830 occupied by Mpidi Primary School since 1988? (ii) What action, if any, the Ministry has taken against the adjudication officer who registered the parcel of land in his name in 1995? (iii) When will the Ministry have the title deed of the said parcel of land registered in the name of the school to enable the institution receive funding for development, particularly ... view

  • 16 Feb 2021 in National Assembly: Hon. Speaker, I join you in mourning these two great Kenyans, the Senator for Garissa and our colleague John. They have been great Kenyans. The Senator for Garissa has been close to my community of Meru having contributed to peace building when there were conflicts between the Somali Community and the Meru people on miraa trade. He contributed so much in a way that he cannot be forgotten. His word has been taken seriously in Meru, as a peacemaker. When he went round collecting views about BBI, Hon. Haji was very much respected. He is one of the people who ... view
  • 16 Feb 2021 in National Assembly: It is unfortunate that he has left us before he could see the final result of the BBI. We hope that those people left behind to propel the agenda of BBI will be like Haji, a reasonable and a person who could accommodate everyone. They should see to it that the BBI does not divide us, but unites us. As for our colleague John, we are praying that the Almighty God rests his soul in eternal peace because he has been very good to us and kind to everybody. Thank you, Hon. Speaker. view
  • 1 Dec 2020 in National Assembly: Hon. Temporary Deputy Chairman, as a small- scale tea farmer and as a member of a number of professions, it is high time we did anything which can promote the interest of the youth. I support my learned friend Hon. Millie Odhiambo on that side and Hon. John Mwirigi. As for my colleague, Hon. Mose, on the other side said, there is a clause in the Law Society of Kenya Act which says that for one to be even a judge, he must have practised for a certain period. So, five years is the minimum period required; for a farmer ... view
  • 1 Dec 2020 in National Assembly: Hon. Temporary Deputy Chairman I am saying that what we are reading in these gadgets is not in tandem with what the Chairperson of the Departmental Committee on Agriculture, Livestock, and Fisheries is reading to us. The hardcopy and the soft copies are not the same. Mine is in tandem with what the Hon. Tonui has just told us. Therefore, we do not know this other one that is coming. This is because what has just been read by Hon. Tonui is what we have. view
