Speaker, I hereby stand to say that what has been said by the Leader of the Majority Party about public participation on this National Aviation Bill cannot be taken on a light note, taking into account that it touches on the Constitution of Kenya. Article 118 talks of public participation. When it does so, it is not talking of selective public participation. When it comes to anything to do with Nairobi, any Bill pertaining to Nairobi is looking at the way Nairobi is growing. view

It is because anything to do with aviation is not like anything to do with a motor vehicle. Aviation means flying above in the air and the public must be given an adequate chance and the Constitution provides for this. Anything which deals with the Constitution cannot be disregarded.
