The CBK nowadays issues regulations even without considering how they will affect the common man on the ground or even the businessman who intends to open his business somewhere to assist the community and himself. I am saying so because if you look at the law as it is now, for a pastoralist, or a livestock farmer who also plants coffee or tea to get, say, Kshs1 million, he or she requires to sell one bull, one he-goat and obtain some little earnings from coffee. We are reasoning as if we just live in the urban areas and not in other areas in the Republic of Kenya. There are those areas where children are even born at home and they take years before they come across administrative stations. I am referring to the hardship areas.   • 7 Nov 2019 in National Assembly: Thank you, Hon. Speaker. I support the Motion as it is. This Motion deals with the relationship between Kenya and South Africa militarily. As it is, Kenya is a developing country. It is a third world county compared to South Africa, which is advanced militarily, economically and technologically. There will be many advantages if Kenya relates with South Africa military-wise. If we ratify the Agreement that is before this House, we will gain a lot. Military-wise, South Africa has advanced.   • 7 Nov 2019 in National Assembly: articulated that the mother country will take care of its personnel. So, South Africa will take care of its personnel and Kenya will do the same to her personnel. In the Agreement, we do not expect the Kenya military personnel to establish camps in South Africa. However, we expect South Africans to come and establish some military camps in Kenya because we are behind them in military advancement. Even though it is said that the Cabinet Secretary for Transport and Infrastructure came to this House, if one travels along that road from Nairobi to Mombasa - as I did last August - you will sympathise with the situation. Honestly, we used to take care because of the number of lorries transporting cargo on that road. But the road is virtually empty now.   • 24 Sep 2019 in National Assembly: That is the position. What I am saying is that it is not voluntary as it was supposed to be. That is because you can see members of the public who used road transport are using the SGR and it is more expensive. They are being forced to use it. The Cabinet Secretary said that he was going to issue a directive to stop the enforcement, but the statement he gave was just a “by the way”. The Finance Bill before us infringes or brings in extraneous matters other than what it is supposed to by touching on Cap 16 of the Laws of Kenya. The Finance Bill as it is now, Clause 51 proposes to amend Cap 16 of the Laws of Kenya which should not come in this form because it is bringing in extraneous matters.
