  • 18 Sep 2019 in National Assembly: Articles 35 and 31 of the Constitution. The moment it does that, it touches on the privacy and confidentiality on matters between a client and an advocate. It should be introduced as an independent Bill so that it is debated rather than being sneaked in now as it can be seen. As we stand, it is being sneaked in so that it passes as the Finance Bill, but it is not a Finance Bill per se. It is something else that needs to be amended secretly so that Members are not aware and later say that they did not know ... view
  • 18 Sep 2019 in National Assembly: I associate myself with Hon. Murugara who stood on a point of order. This amendment should be expunged from the Finance Bill, if it is to proceed before this House. view

  • 7 Aug 2019 in National Assembly: Hon. Deputy Speaker, I need to be protected since there is a lot of noise. The opinion given by the Chair is one of the best taking into account that in Kenya, we have what we call the Children Act that protects the rights of children not to be abused or misused in any form. In our African customs, when you have a baby, you cannot bring him or her to this crowd of over 400 Members of Parliament knowing that the baby’s immunity is too low and he or she can be infected at any stage by any form ... view

  • 6 Aug 2019 in National Assembly: Thank you, Hon. Deputy Speaker. I hereby stand to support the Bill before this House. The Bill deals with drought in our country. The previous Act, which was enacted a long time ago, was meant to cover the areas which were mainly hit by drought at various times because of lack of rainfall. By the time the areas were mapped out, the climate in Kenya was so much better in some areas in a way that there used to be plenty now and then, and there was no need for funds to be used in those areas because the population ... view

  • 6 Aug 2019 in National Assembly: Meru County never used to be considered for anything to do with hardship. Now it features in hardship and drought areas. Meru used to be ignored totally because it is next to Mount Kenya. It used to be taken that there is adequate rain. You know, with rain, there is plenty of food. All other working environments also used to be conducive. However, if you go to that area now, you will appreciate that it is so much drought-stricken that we are now begging for food the way people in North-Eastern and Turkana regions of this country used to beg. ... view
