Kazi ya Hazina ya Pesa ya Maeneo Bunge ilianza miaka kadhaa iliyopita. Wakati wa Bunge la Tisa tulipata kima cha Ksh6 milioni. Tangu wakati huo hadi sasa tumerekebisha sheria mpaka sasa inaambatana na Katiba ambayo ilianza kutumika mwaka wa 2010, mwezi wa nane. Lakini juu ya hapo, ningetaka kutoa taarifa kwamba kuna umuhimu wa Serikali kuu kutengeneza jinsi hazina hiyo itaweza kuangalia maeneo yote ya Bunge hapa nchini. Kama unavyofahamu, maeneo ni 290 na sio rahisi kwa kila mtu kwenda kila mahali wakati wowote.   • 13 Feb 2019 in National Assembly: (Amendment) Bill No. 51 of 2017. Devolution was enacted with a bang and very quickly. This PFM Act was also enacted very quickly because we needed to operationalise the Constitution. There were too many loopholes which were created in the process. This was not done intentionally but because of the hurry we were in to put everything in place. view

This PFM (Amendment) Bill is very important in the sense that it has come at a time when we have learnt lessons. The Executive arm of Government, especially the National Treasury, has come up with this amendment Bill, so that some of these loopholes can be closed.   • 13 Feb 2019 in National Assembly: Our Parliamentary Budget Office has been added more responsibility. In other words, they can demand information at the time when they require it. That enhances the parliamentary oversight mandate. The main mandate of overseeing counties is executed by the Senate. This Bill will go a long way in assisting the Budget Office to get information and then release it, so that Members of Parliament from the Senate can do their work. view
  • 13 Feb 2019 in National Assembly: The other point that is of importance is the fact that overdrafts are drawn left, right and centre by the county governments. The declaration of these overdrafts by the county governments is important, so that the Budget Controller can be aware of what is going on at the county level, so that they can close in the loopholes which are created like the unnecessary overdrafts.   • 13 Nov 2018 in National Assembly: Asante sana, Mhe. Naibu Spika wa Muda. Ningependa nami kuzungumzia suala hili la mabadiliko katika sheria zetu na wingi wa uwepo wa sheria hizi. Nawaunga mkono wenzangu waliotangulia hapo mbeleni kusema kuwa kama tunazungumzia masuala ya mabadiliko yoyote, tunahitaji mabadiliko haya yasiwe zaidi ya sheria tano ambazo ziko hapa nchini. Hii ni kwa sababu ikiwa sheria zimejazwa tele kitabu kizima, basi Wabunge hawana nafasi na fursa ya kuweza kuangalia sheria hizi vile inavyotakikana. Mwisho Wakenya wenyewe wanakimbilia kortini kwenda kupinga mabadaliko ambayo sisi tumeyatekeleza.
